A problem type of the ckrets.ai API, answered with 409. The answer is application/problem+json (RFC 9457) with type https://ckrets.ai/problems/policy-widening, title, status, detail and requestId. Branch on type, never on title.

#409: fix the request

A policy change may only tighten a box's gate (fewer attempts, a later opensAt, a longer cooldown, revealOnce on); its window may be extended up to the tier's maximum but not shortened (revoke instead): detail names what was refused; nothing changed.
